Dr. Ronald Meinardus, the FNF Regional Director in Al Mal
Chances of liberal candidates are slim in the upcoming elections

Dr. Ronald Meinardus, the Regional Director of Friedrich Naumann Foundation (FNF) in the Middle East, confirmed that funding projects for the observation of elections in Egypt is not one of the top priorities of the foundation in the meantime. He maintained that despite the support given by the foundation for some of the activities related to motivating the youth to participate politically, and to the observation of the elections as an aspect of the development of the political system, the funding of projects related to the observation of elections is not the focus of interest, indicating that they did not receive any proposal by any of their local partners to undertake such an activity.

Meinardus added in his statement to Al-Mal that the activities of the foundation connected to preparing Egyptians to participate politically is among the most important aspects about their work in Egypt. However, he reiterated that such activities are year-round and not limited to elections time only. The foundation has other activities in Egypt including promoting liberal thinking through supporting the publication of liberal writing by Arab and Egyptian scholars and activists, in order to try and overcome the shortage in liberal writings in Arabic. The foundation is also currently negotiating with some liberal artists over the presentation of a theatre play that promotes liberalism. This is in addition to the growing interest on their part recently in supporting activities relating to the use of modern media, currently very popular among the Egyptian youth.

Meinardus, who is currently in Egypt to pursue the work of the regional office of the foundation in Cairo, stated that their funding comes from the German Ministry of Cooperation and Development only; thus negating the claims made recently about funding by the German Free Democratic Party (FDP). He added that the size of funding allocated to the foundation for the activities in Egypt and the region was not affected by the fluctuations witnessed by European economies, because there is a strong belief in Berlin and specifically within the new government headed by Chancellor Angela Merkel, who came to power last year, that the role played by German foundations worldwide, including FNF certainly, is very significant.

In relation to the chances of the liberal candidates in the upcoming legislative elections in November, Meinardus believes that they are relatively weak, because the political environment in Egypt at the time is not conducive. He explained that reason for this is partly the restrictions imposed by the government, and the disagreement within liberal opposition concerning participation or boycotting the elections. He called upon the opposition to join ranks to gain the largest popular support possible during the elections, because most Egyptians "prefer liberal values" – according to him.

Meinardus expressed his admiration, as a foreign observer, of the debates among the public about preparing for the elections, which is quite an early start; and expects that the upcoming legislative elections would be very heated.

On the issue of the membership of some Egyptian party youth organizations in the International Federation fort Liberal Youth (IFLRY), he maintained that neither the youth organization of al-Ghad nor the Democratic Front party are full active members yet, but rather they are still observers. However, he believes that they will be able to get full membership during the upcoming General Assembly meeting of IFLRY scheduled next November in Beirut, Lebanon. He maintained that both organizations are supported by FNF in communicating with IFLRY, which represents almost two million young liberals worldwide.

In addressing the future of the Network of Arab Liberals (NAL) in the Arab countries, i.e. the network that was established with the support of the foundation, he emphasized that the idea of unifying the ranks of liberal forces in the Arab world is top priority for both NAL and FNF. He stated that the network was founded in Egypt three years ago and organizes several activities seeking to exchange expertise and strengthen the ties of liberal friendship and solidarity. He added that the Foundation also supports the Arab liberal movement to join European and international liberalism, and was successful in that regard. It is also expected that we hear Arab liberal voices in the upcoming liberal European conventions and within the institution of Liberal International.

FNF is a political liberal foundation established in 1958 by Theodor Heuss, who was the first President of the German Federation. It seeks to disseminate liberal thought and support freedom of the individual through a network of institutes in Germany, and other regional offices in 60 states worldwide.

The Foundation has been represented in Egypt since the seventies, and Cairo harbors the regional office. It takes part in several projects seeking to support and disseminate liberal thought, in addition to the role it played in establishing the network of liberal parties (NAL) in the Arab world, which raised many questions at the time of inauguration.
